CHEYENNE, WY —Mountain Health Co-op (MHC) has notified the Wyoming Department of Insurance of their intent to withdraw from the Wyoming health insurance market effective December 31, 2025. MHC sent notification to providers and enrollees on August 13, 2025. MHC and the Department of Insurance are committed to ensuring a transparent, supportive and compliant transition process.
All members should have received a notice from MHC regarding the exit. The initial notice was sent by postal mail, email and text message on Wednesday, August 13, 2025. The notification informed members that they would need to sign up for a new plan during Open Enrollment. In addition, MHC has a dedicated website for member specific questions at www.mountainhealth.coop/wyoming-members
Members will be able to choose a different plan between November 1, 2025 and January 15, 2026.

RE: OPTins Payment Requirement for 2025 Annual Premium Tax Filings and Payments
The Wyoming Department of Insurance is streamlining its processes in order to promote easier, faster, and more efficient premium tax return filings. Beginning with the 2025 Annual Statement filings due March 1, 2026, the National Association of lnsurance Commissioners (NAIC) Online Premium Tax for Insurance (OPTins) filing system will be the only permissible form prescribed by the commissioner pursuant to Wyoming Statute 26-4-103(a). Paper filings will no longer be accepted.
Please note that a single filing may be made for the first through third estimated quarterly filings to reduce any fees charged by OPTins. For information on setting up an NAIC OPTins account, visit https://content.naic.org/industry/optins.

RE: WYOMING REGULATION CHAPTER 11 – UPDATES TO FORMS REQUIRED
Wyoming Insurance Regulations Chapter 11 was amended effective September 16, 2025 to include the following language:
Section 8. Update to Forms Required. Any previously approved insurance form containing language that conflicts with any statutory or regulatory requirements due to statutory or regulatory changes subsequent to approval, must be updated and filed for approval pursuant to W.S. § 26-15-110 before further delivery or issuance for delivery in Wyoming.
This memorandum is being provided to notify insurers of this change. Insurers are required to amend any previously filed forms to bring them into compliance.
